It can be seen by people because the sunlight shines on small circular water droplets in the air, causing dispersion and reflection of light. When sunlight enters water droplets, it will reflect at different angles, and the small droplets will also reflect at different angles. During the reflection at 40-42 degrees which is the most strongest, then it can be forming the rainbow we usually see.
